Since 1968-1969, CONFEMEN has had a Permanent Technical Secretariat (PTS) whose headquarters agreement has materialized with Senegal. Since the recovery plan of 2002, the STP, represented by the Secretary General at the time, Mrs. Adiza Hima, has been formed into four Poles: educational policies, evaluation, management and communication.

Of Beninese nationality, Professor Abdel Rahamane BABA-MOUSSA has good experience as a research professor in France and Benin as well as skills in the animation of international scientific networks and the organization of international conferences and congresses. A specialist in the evaluation of education and training systems and lifelong learning, he has acquired international expertise in supporting educational policies in developing countries (several missions carried out for the UNESCO and OIF).
Along with university activities and international expertise, he held several administrative responsibilities in his country, including Director of the Sports Development Fund, Director of Literacy and Adult Education and Director of the Cabinet of the Minister in charge of use.
Professor Abdel Rahamane BABA-MOUSSA was appointed Secretary General of CONFEMEN during the 58th ministerial session held in Bathurst, Canada New Brunswick, in May 2018. He took office on January 2, 2019.
He was, from November 2014 until his appointment to CONFEMEN, Permanent Technical Secretary of the Ten-Year Development Plan for the Education Sector in Benin.
