Permanent Technical Secretariat (PTS)

Since 1968-1969, CONFEMEN has had a Permanent Technical Secretariat (PTS) whose headquarters agreement has materialized with Senegal. Since the recovery plan of 2002, the STP, represented by the Secretary General at the time, Mrs. Adiza Hima, has been formed into four Poles: educational policies, evaluation, management and communication.

The Secretary General

Professor Abdel Rahamane BABA-MOUSSA, Secretary General of the Conference of Ministers of Education of States and Governments of the Francophonie (CONFEMEN), Full Professor of Universities in Sciences of the education (African and Malagasy Council for Higher Education – CAMES).

Of Beninese nationality, Professor Abdel Rahamane BABA-MOUSSA has a good experience as a teacher-researcher in France and Benin as well as skills in the animation of international scientific networks and the organization of conferences and international congresses. A specialist in the evaluation of education and training systems and lifelong learning, he has acquired international expertise in supporting educational policies in developing countries (several missions carried out for the UNESCO and OIF).

Along with university activities and international expertise, he held several administrative responsibilities in his country, including Director of the Sports Development Fund, Director of Literacy and Adult Education and Director of the Cabinet of the Minister in charge of use.

Professor Abdel Rahamane BABA-MOUSSA was appointed Secretary General of CONFEMEN during the 58th ministerial session held in Bathurst, Canada New Brunswick, in May 2018. He took office on January 2, 2019.

He was, from November 2014 until his appointment to CONFEMEN, Permanent Technical Secretary of the Ten-Year Development Plan for the Education Sector of Benin,

He holds a unique Doctorate in Education Sciences obtained at the University Pierre Mendes-France – Grenoble 2. Field of study: Evaluation of education and training systems (Formal/non-formal education).

The four poles

The Education Policy Unit

The Education Policy unit brings together education specialists who have the mandate to support the Secretary General in the implementation of the CONFEMEN action plan. Thus, the activities of the cluster focus on the production of new educational strategies, in particular through the publication of reflection and orientation documents, while supporting member countries in the implementation of their educational policies.

The Assessment division

The Evaluation unit includes the CONFEMEN Education Systems Analysis Program (PASEC) which was created in 1991, following the first World Conference on Education for All in Jomtien (Thailand, 1990). PASEC’s mission is to provide decision-makers with objective information on their education system in order to guide their choices in terms of educational policies.

The Management division

The Management division is responsible for the financial, accounting and material management of the STP. The division also advises the Secretary General in the management of human resources and provides advisory support concerning the financial aspect of partnership relations and in terms of logistics relating to the holding of activities.

The Communication Department

The mission of the Communication department is to ensure greater visibility for CONFEMEN while constantly developing strategies likely to promote dynamic communication, both inside and outside the organization. Its actions also aim to provide partners and various target audiences with information on education in member countries.
